HPN Airport Master Plan

Westchester County Airport, New York

Westchester County Airport (HPN) is a county-owned airport in Westchester County, New York, three miles northeast of downtown White Plains, with territory in the villages of Rye Brook and Harrison. DY Consultants prepared a Master Plan to provide the County, community, public officials, airport tenants, environmental stewards, and other regulatory agencies the framework needed to guide future airport development.

The last Master Plan and Airport Layout Plan (ALP) for Westchester County Airport was prepared in 1987 and in the intervening years the airport has experienced significant changes such as a shift of the composition of its terminal users from mostly business travelers to leisure travelers, as well as various physical improvements to airport infrastructure and changes in aircraft technology and FAA and TSA requirements. In light of these changes, DY Consultants was tasked to prepare an Airport Master Plan to provide the County, community, public officials, airport tenants, environmental stewards, and other regulatory agencies the framework needed to guide future airport development.

The Airport Master Plan development process followed the guidelines established by FAA and included elements such as a comprehensive inventory of the existing conditions, a GIS obstruction survey, a wetlands delineation survey, an aviation forecast, a study of facilities requirements, the development of a preferred layout and a full ALP drawing set. Both the forecast and the ALP were approved by the FAA.
