DY Consultants assisted PBS&J in the preparation of an environmental assessment (EA) for the Puerto Rico Ports Authority (PRPA) to evaluate the environmental impacts of the closure of two regional airports (Fajardo and Humacao) and for the implementation of the Airport Master Plan 5-year Capital Improvements at Roosevelt Roads International Airport. The final product was an EA submitted to FAA to facilitate the determination of whether a Finding of No Significant Impact (FONSI) was appropriate or if an Environmental Impact Statement (EIS) is required.

DY Consultant’s support to PBS&J on this project included guidance on NEPA-specific requirements, quality control on the final product, and overall environmental consulting services. DY Consultants provided guidance on the requirements for strict adherence to NEPA for the given proposed action. The firm worked with PBS&J to analyze the applicability of certain laws and determined if the proposed action is within the significance threshold for a given impact category. Additional research and communication with regulatory agencies was performed as required.

DY Consultants reviewed individual draft chapters of the EA as they were completed. The firm checked for technical accuracy as well as general editorial issues and overall consistency. As requested by PBS&J, DY Consultants provided overall environmental consulting services, including research, site investigations, engineering, regulatory coordination, etc.
