Before
founding DY Consultants in 1991, Mr. Yap worked extensively at large engineering
firms, focusing on the planning and development of airport-related facilities
throughout the United States. He has successfully completed more than
300 aviation projects and has serviced more than 100 individual airports.
His broad range of skills have been utilized at airports of various sizes
and service levels.
As President of the firm, Mr. Yap is responsible for managing and directing the Planning, Engineering, Environmental and Administration groups, as well as Client Relations.

Bill has recently completed an impressive 31 year career with the FAA’s Eastern Region. His extensive background with the FAA will be utilized in his position as Director of Technical Services. His approach with the FAA has and remains the same, to assist and promote aviation. Bill’s positive attitude is consistent with the corporate culture of DY Consultants and will be of great benefit to our staff, our clients, and all agencies that DY Consultants interacts with.

Mr. Haack
has over 40 years experience in airport and aviation system operations,
airport management, business system planning, financial planning, concessions
planning, airport lease negotiations, interagency development, and transportation
system management as well as project management and coordination of airport
planning, design, and construction in all areas of airport development.
Mr. Haack was previously employed for 36 years, at the Port Authority of New York and New Jersey as a senior executive in the Aviation Department, holding positions as Chief/General Manager of Planning and Assistant General Manager of John F. Kennedy International Airport. He was also a former Captain in the U.S. Marine Corps Engineering Office. Mr. Haack’s expertise in airport planning has been recognized within the US and abroad. He lectured regularly at the Oxford University on Airport Planning and Operations. Domestically, he has lectured on airport planning and operating issues at the University of California, Berkeley and at the Polytechnic Institute of New York. Mr. Haack has also represented the aviation industry as an expert witness to provide testimony before Congress and acts as a spokesperson for the American Society of Civil Engineers on transportation issues.

| ABRAHAM RODRIGUEZ, P.E. | SENIOR CIVIL ENGINEER |
Abraham Rodriguez, P.E., brings to DY over 39 years of experience in Transportation, Power, Nuclear, Resource Recovery Facilities, Mining, Hydropower, Dam and Water & Wastewater Projects. He has an extensive background in civil engineering, including such projects as the Metro North Railroad, Hudson Line Rehabilitation, New Jersey Transit Maintenance Facilities, etc. Mr. Rodriguez is a licensed Professional Engineer in New York State, and has joined DY Consultants as a senior engineer.
